All development in NSW—from the smallest home renovation to the largest multi-billion-dollar infrastructure project—occurs within the framework of state planning laws and development approval processes.

11.2 Restore community input and expert agency concurrence
Community input into planning and development decisions has diminished over the past 10 years while the rights of property developers have increased.
11.3 Overhaul and strictly limit use of biodiversity offsets
The government’s biodiversity offset scheme, introduced with the Biodiversity Conservation Act 2016, is plagued with flaws. The NSW Auditor-General found that it was dysfunctional, lacked integrity and transparency and failed to protect nature. The NSW Government must place an immediate moratorium on new offset trades and conduct a comprehensive independent review.
